if you juke all his shurikens his ult will do next to nothing. his ult only does damage if he lands his shurikens in the 3 second window after he ults.
Also keep in mind that his ult is fairly harmless if he cant follow up with more. Zeds ult always appears behind you (in a line from zed to you to his appearance spot). Using it after means he cant dodge effectively and cuts down on his time to ramp up his ults bonus damage. If you use your CC first, he can make himself untargetable and dodge.
